Stephen Lytton - BCANDS Board President

Stephen is a member of the Nicomen Indian Band within the Nlaka'pamux First Nation of British Columbia. Stephen has lived with a disability since birth and is a residential school survivor, having spent 13 years in the St. Georges Indian Residential School. An accomplished actor and presenter, Stephen has shared his personal story and experiences of residential school as a survivor living with a disability with organizations and educational institutions across Canada.

Neil Belanger (Maluu'm Amxsiwaa) - BCANDS Executive Director

Neil is a member of the Lax Se el (Frog) Clan in the House of Nika'teen within the Gitxsan First nation of British Columbia. Neil has worked successfully within the health and disability sectors, both in British Columbia and Saskatchewan, for over 25 years.

Over the six years Neil has served as Executive Director of BCANDS he has been proud to see his team and their dedicated work acknowledged as the recipients of two national and three provincial awards for service excellence, in addition to the Society being profiled nationally by the federal government as a "Best Practice" in the delivery of Indigenous Disability services.

While the Gathering planning moves forward this outline will be updated including presenter / Speaker topics, themes and desired sessions outcomes. BCANDS will maintain this list as accurately as able,

Dr. Michael J. Prince - Canadina Politial Scientist and Public Policy Scholar

Landsdowne Professor of Social Policy at the University of Victoria in British Columbia, Dr. Prince is acknowledged nationally and internationally as a leading authority on Canadian social policy and disability issues.

Dr. Prince has authored 250 publications including 19 books (authored and co-authored and edited); 38 articles in scholarly publications; 59 monographs and research reports; and 74 chapters in books. He has published over 60 articles and opinion editorials in newspapers and professional periodicals.

As a policy consultant, Dr. Prince has been an advisor to various federal, provincial, territorial, and municipal government agencies; four Royal Commissions; and to a number of parliamentary committees both federally and provincially.



Seonag Macrae - Chief Executive Officer - Community Living British Columbia

With over 30 years of successful leadership within Canada’s human services sector, Seonag Macrae is the Chief Executive Officer of Community Living BC (CLBC), a British Columbian crown agency.  Through service organizations, CLBC funds various supports and services for adults with developmental disabilities, supporting over 17,000 individuals annually across British Columbia.

In 2014,  CLBC broke new ground becoming the first organization of its type in Canada to extend its funding services to include First Nation communities, enabling individuals and families to remain in their own communities with their families and support systems while receiving CLBC support.
